The 17 Approaches to Regionalism
Regionalism is a gold mine for officials seeking to solve local problems, and 17 different miners may be put to work to extract the gold. These 17 approaches to regional service problems can be arrayed on a spcctrum form the casicst to the hardest – form the most politically feasible, least controversial, and sometimes least effective to the politically least feasible, most threatening to local officials, and sometimes most effective, at least in the opinion of many in jurisdictions that have made these fairly radical reforms (see box, page 153).
