One of the key elements is the requirement for cargo manfiests (for shipmans to the USA) to be made available to the US Customs (now the US Bureau of Customs and Border Protection) at least 24 hours before the carrier departs from the loadport. This at least should mean that shipping companies have a better control over what is being loaded. Conversely, if unidentified or undeclared containers (or cargo) are found, the ship will at the least be delayed and possibly refused entry to a port. The additional screening, involving expensive screening equipment, will also slow the flow of containers but should not affect ship operations too directly.
