A paedophile at the centre of the government's forthcoming historical abuse inquiry advised the Home Office over sweeping changes to the residential child care system.
According to a Home Office report seen by the BBC, Peter Righton gave "considerable assistance" to a government report which helped pave the way for major reforms to children's homes in the 1970s.
The Today programme's Tom Bateman examines how a serial abuser of children hid behind a respectable career as an academic, training social workers and child care staff.
First broadcast on BBC Radio 4's Today programme on Monday 18 August.
