Multiparty system – exist where more than two political parties are strong enough to compete for a chance to govern.
In such system, no political party is always in the majority; in any given election, any one of several parties may emerge with the largest number of seats, although often with less than an absolute majority.

As a rule, the strongest party forms a coalition government, an alliance, to create governing majority.
