It has long been recognized that the problem of inequalities within the educational system in Thailand
is a serious one. There are two basic weaknesses. First, educational services provided by the state
are unfortunately both inadequate and unequal with respect to regions and sectors of the population.
For example, if enrolment is taken as a measure, the rates for primary school are high on the whole,
but there occurs significant variation amon g and within provinces. Furthermore, students in different
areas drop out at different rates.
