Secondary research on our past delegate databases told us that 75 percent were chapter leaders, most often the president or president-elect of one of the society's 433 chapters. We conducted benchmark and followup surveys to delegates, gauging their awareness and knowledge of the issues. A benchmark survey was sent August 19, 2003, almost three months prior to the House of Delegates, asking delegates if they were aware they would be voting on each of the three major proposed bylaws changes. It also asked them to indicate whether they had received enough information to make an informed decision on each of the changes. The same questions then were sent in a follow-up survey one week prior to the convention.
