Data was collected using a questionnaire which consisted of two parts to assess demographic
characteristics and Family Empowerment Scale (FES). The FES was developed using standard scale construction
techniques. The concept of empowerment was broken down into a two-dimensional conceptual framework. The
first dimension is the level at which empowerment exists. Empowerment can exist at three different levels. First is
the family level, the parent’s management of day-to-day situation that may occur at home. The second is the
service systems level, the extent to which the parents are actively working with service system to get services that
are needed by their child. The third is the way empowerment is expressed. (koren et al., 1992). Figure1.
