The four existing authorisation
schemes were replaced by a single declaration scheme, although financial guarantees
and professional qualification requirements must still be met by those selling travel and
accommodation services. The Act modernised the legal regime governing chauffeurdriven
tourist cars and provided a legal foundation for two- and three-wheeled motor
vehicles (motorcycle taxis). The new regime simplifies the procedure by allowing selfdeclaration,although drivers must still prove their qualifications which have now been
made stricter.
