Not all potential situations that may arise are covered in Table IV-2. You may need to use your
own judgment and seek the advice of qualified specialists. In general, analytical methods are
used for design. Once a dam is constructed observations become more important as problems
develop and information is gathered. The observations reveal true conditions compared to
assumptions made during design, which may be in considerable error. Consequently, in solving
known seepage problems either the observational method is used or analytical methods are
refined based on input from observations.
