Finally, it is important to ask why those countries and groups which currently benefit from the inequalities of global migration should agree to change? Of course, there is a normative answer: the current system is unfair,discriminatory and morally wrong. But moral imperatives are rarely crucial in international politics. A more pragmatic, interest-based answer is that the current arrangements are unsustainable. Migration policies are failing because it is not possible to permanently impose the interests of relatively small privileged groups(especially in the North) on the rest of the world.
