When addressing the second task—the discussion of specific needs assessment methodologies—I ask students to generate a comprehensive list of stakeholders (service providers, policymakers, clients, at-risk groups, researchers, community leaders, activist groups, rank-and-file citizens, etc.). Next, they evaluate the extent to which a given stakeholder’s need-oriented claims are likely to be reflected in the results produced by a specific methodology. Students are also encouraged to explore the related issue of which methodologies are likely to reveal, either directly or indirectly, the conflicts that exist between various stakeholders’ perspectives. Finally, students address the question of how, and whether, to reconcile the major claimsmaking differences that can emerge in a needs assessment. Specifically, they grapple with how these “postassessment” tasks should be defined (Altschuld and Witkin 2000; Witkin and Altschuld 1995): as technical problems to be solved (an objectivist perspective), as political disputes that are won, lost, or bargained over (a more subjectivist view), or as a combination of the two. Assigning teams of students to argue on behalf of one of these positions can be an effective technique for vividly portraying both the conceptual and practical challenges confronting the evaluator in this phase of a needs assessment.
