All Thais must consider their first duty as good citizens to study the Thai language, so that at least they must be able to read and write. They must also recognize it as their important duty to assist those who do not know the Thai language to know it and to encourage those who are illiterate to learn the language. [Furthermore] Thais are not to give undue consideration to their particular place of residence or their birth-place, or to the difference in accent of the language as indicative of separation. Everyone must consider that he is born Thai, he naturally possesses Thai blood and talks Thai irrespective of birth-place or pronunciation.
