The problem o f analyst time to perform the STRIB reviews is difficult to solve
due to the organizational structure at the INEEL. Everyone is paid on a project basis and
there are not extra funds for analysis activities outside of a minimal 1-2 hours. This pay
method hinders the drive to reduce cycle time. Each person is given a certain number of
hours to finish a task. If they finish early they are punished by the organization taking
away the rest of the unused time. This means that if there is a shortage of work for any
one individual they actually lose money by finishing things on time because they are not
provided compensation for the hours for which they do not have funding.
