Earlier experiences in terms of primary health care programs implemented by the Health Ministry that despite their successes were faded out as a result of the economic crisis and the following
structural adjustment programs, nurtured the ground for the reconstruction of such programs, now under responsibility of the CCSS. The process that represents the integration of the health care services that used to be provided by the Health Ministry and the CCSS respectively was complicated, and it took around two decades for it to find its final shape (Muiser and Vargas forthcoming).
