Partnering with the private sector has opened up new avenues for service delivery
particularly in the context of alternative service delivery. One major area of partnering in
Malaysia has led to an effective privatization program where the government has
allowed the private sector to undertake functions that were previously provided by the
public sector (e.g., utilities, infrastructure like building of roads). This has been
undertaken through the Privatisation Action Plan that identifies viable projects that will
bring benefits to the public. Various approaches such as Build-Operate-Own (BOO) and
Build-Operate-Transfer (BOT) have been adopted depending on the type of service or
function involved.
