THE POLICY RESPONSE
Four main policy approaches have been employed in the attempt to control the growth of Third World cities and reduce levels of regional inequality (Table 23.4). These: 1. aim to limit the growth of large cities through migration controls, 2. seek to absorb the flow of migrants in existing urban areas: 3. attempt to redirect migration flows to alterna- tive destinations: 4. aim to transform the rural economy and thereby slow the rate of rural-urban migration.
