After further research we have determined that the client is attempting to resubmit the same file. It appears that their system is attempting to submit the file CP_TH_16520140718165O2.p7m however their software is naming it to CP_TH_16520140718165O2.p7m.filepart during the upload process. They need to make a change to their software to disable the option that is renaming the file to .part. Depending on which software the client is using the option may be different, however in WinSCP, they would need to disable the “transfer/resume transfer to temporary filename for” option.
