Promotion the GT approach was an attempt to transfer the management
of natural resources from the hands of government agencies to local
people in order to strengthen the rural communities’ capacity to cope
with the effects of ecological crises. The GT concept focused on natural resource management and land use planning at village or community level,
interrelating three key elements: (1) technical: soil and water conservation,
forest and grassland protection etc.; (2) Socio-economic/organizational:
peoples’ participation, establishment of local land management bodies; (3)
Legal/institutional: definition and enforcement of rules regulating access
and use of land, e.g. via “local agreements”.
