Above all, government agencies are not used to opening themselves to public participation and scrutiny.
While Thailand’s government agencies still need time to learn to coordinate with each other more effectively, the regulated private sector, especially small and medium scale industries, are not really aware of their legal duties. This may be because we have only begun seeing environmental and natural resource management problems as national development issues for less than a decade. While it is true that we are quite new to tackling environmental problems appropriately, it is untrue that our environmental laws are not good enough. If only each government agency strictly enforces the laws, Thailand’s environment would not have been so badly ruined.
It is, therefore, highly recommended that all environment-related government agencies seriously enforce their environmental regulations. Practice will then yield the necessary experience to teach them how to coordinate with each other more effectively.
