The civil section included the Chatusadom. The four departments of the Chatusadom were renamed as follows:
- Wiang became Nakornban
- Wang became Thummathigorn
- Khlang became Kosathibodi
- Na became Kasettrathikarn
The district administration was divided into three types of towns.
- Internal provincial towns were ruled by aristocrats from the central government under the supervision of officials in Ayutthaya.
- External provincial towns were divided into three levels accroding to size and importance. They were described as Primary, secondary or tertiary level towns. Primary being the most important.
- Tributary towns were lived in mainly by foreigners. The ruler had a lot of power to rule without supervision. However to keep that status he had to pay tribute to the central government in Ayutthaya.
