TDM measures were first introduced in the third National Economic and Social
Development Plan. In this plan, the government primarily emphasized on developing
traffic systems and controlling traffic problems.
Land use policy was also first adopted in this plan for transport planning. Although the main emphasis is on the traditional approach of increasing road capacity, TDM measures were continuously included in the national plan in the Third through the Seventh of national plan.
