local government officials, non-governmental organizations
(NGOs), and the leaders of the informal sector workers. All
these entities are responsible for solving the OHS problems.
However, prior to implementing the participatory process,
they lacked the potential to provide any systematic OHS
management including: 1) lack of corrective and preventive
mechanisms in the governmental sector—for example, there
were no appropriate guidelines concerning specific
authorized functions and 2) lack of potential to create
appropriate tools and procedure to solve OHS problems in
local organizations such as the Provincial offices of labor,
Health offices, and Sub-district administration organizations.
