Critics have argued that the Charter's retention of the consensus approach to
decision-making indicates the organization's continued adherence to the ASEAN
Way. Though this may be true, others opined that there may be possibilities for
future adaptations in the interest of institutional progress (Tony Hotland, 2008).
Decision-making could be streamlined and expedited by the application of
different requirements to different types of decision such as unanimity, weighted
voting, or simple majority.
