. This person can gain status as “first lecturer” and with more work and publications can become a Docent. A University/College teacher is a person without a Master degree. Until 1994, it was acceptable to be employed in teacher education without a Master degree. As mentioned above, 32% of teachers in ITE for grades 1–10 in 2006 were first lecturers or above (NOKUT, 2006:44). As seen below, six years later (2012), 43% of teachers in ITE for grades 1–7 and 48% of teachers for grades 5–10 had minimum a first lecturer position. There has been a marked increase in competence level, but we can also see that more than 50% of the faculty is still at the MA level.
