Despite this emphasis of the official curriculum, however, traditional lectures and large group instruction continue to dominate classroom teaching. A student’s responsibility is to learn what teachers teach and what textbooks present. Subject teaching is examination driven. Civics-related subjects are reduced to memorizing facts, and there is little attention towards critical thinking and civic participation skills. The report from Taiwan, while similar to that of Thailand, adds an additional point, that is, that students deethe ability to make critical judgements on government policy and community participation as less important compared with moral behavior and academic hard work. Moreover, the students in this study are found to be rather traditional and uphold Confucian values such as respect foor authorities, filial piety, academic hard work, and politeness.
