I appreciate your response. Based on my understanding is that you are having issues purchasing because there's a problem with your credit card. I can certainly appreciate your eagerness to be assisted, and I will provide you helpful information available to me with regard to this concern.
Lilly, checking on your account and the screenshot you provided, it seems that the iTunes Store is not able to verify an authorization from your credit card. We were unable to receive payment from your most recent purchase. You can review your purchase history to see what was the order, to do this, please see this article :

To resolve this, I would suggest first that you remove your credit card details and re-add it. Make sure that you use a computer. Here are instructions to delete your credit card information from your iTunes Store account:
1) Make sure you're using the latest version of iTunes. It can be downloaded free of charge from the Apple website at:
http://www.apple.com/itunes/download
Note: Installing the latest version of iTunes will not affect your library or any items in your account that you haven't downloaded.
2) To launch iTunes and be taken to your Apple Account Information page, click this link:

(If you are not already signed in, you will need to enter your iTunes Store account name and password and then click the Account Info button to sign in.)
3) The Apple Account Information page will appear. On this page, click the Edit Payment Information button, which is the second button from the top.
4) On the Edit Payment Information page, select "None" from the list of credit card types. This will delete your billing information.
5) Be sure to click the Done button at the bottom of the page to save your changes.
Make sure that your billing address is exactly the same as your credit card statement. Even minor differences in punctuation, abbreviation, and capitalization can cause payment errors that might prevent you from using the iTunes Store.
Once done re-enter your credit card details, then try again to purchase. Please note, you will unable to purchase or update in iTunes Store if you will unable to pay the unpaid balance.
If you still getting the same error, please contact the fraud or security department of your financial institution to find out why your card is being rejected. If they're able to resolve the issue, you should be able to pay for this order and then resume purchasing with your account. If they can't resolve the issue, you can pay for this order with a different credit card.
