The objectives of this research were 1) To study the effectiveness of human resource management of the Tambon Pasak Administration Organization 2) To compare the effectiveness Opinion Research in Human Resource Management of the Tambon Pasak Administration Organization 3. ) to study the problems and suggestions to manage the human resources of the Tambon Pasak Administration Organization and 4) to apply the Bhàvanà Principles in human resources management of the Tambon Pasak Administration Organization. 
 The researchers used a combination of research (Mixed Methods). It was Quantitative Research by distributing the questionnaire with a sample amount of 118 men and Qualitative Research, with In-depth Interview Research with a group of critical data to 8 people and analysis the quantitative data by using the program for Statistical Package for Social Science (SPSS) Research.. To determine the Frequency, Percentage, Average (Mean), the Standard Deviation and variance-way (One-Way ANOVA). The qualitative data analysis. Data Grouping conforming to the essence of the interview. The proposed method description and the accompanying table. The results showed that the personnel of the Tambon Pasak Administration Organization.

Without building public consciousness to the public employees, causing the selfish manner to one own survival. 
4. The suggestions in the management of human resources in various fields. A moral system that should be increased in the recruiting of personnel. to provide an opportunity for those who have abilities and knowledge for work in the government. Should consider the outstanding works, including the rules of abilities, behavior, work intention. should be trained to effectively, precisely in regulations, and should be treated with fairness and according to law.
