In 1887 the Department of Education was established. The first Teacher opened in 1892 Training School which is now Rajabhat Institute Phranakhon with an Englishman as its principal. The first national scheme of education was founded upon the English system and presented to the king. The result was that two levels of education were adopted. The two levels were elementary and secondary and a total of 11 years of schooling was encouraged. King Rama V founded the Military College and the Naval College in 1887 and 1907, the law school in 1897, the Royal Pages school or the Civil Service College in 1911
