This study investigates NEDA's development assistant strategy using the case study of Thailand's financial assistance for road construction between Baan Tadthong to Baan Namsang in Lao PDR. The study found that NEDA employed demand-driven strategy during the project life cycle in order to help establish high level of recipient ownership. This strategy of Thailand's ODA in Lao PDR does not push the recipient to stay in inferior position as well as avoid aggressive move or ask for something in exchange of ODA.
