1. INTRODUCTION
Information systems developers do not just build software. Their
work is intended to bring about a change in the environment,
where this software is deployed. This interdependence, between
the technical and social systems, has long been recognized with
labels such as change management and problems related to
technology adoption. Ensuring that the information systems will
be used and lead to the intended outcomes in the environment
requires that systems developers exhibit both: (a) skills to
manipulate bits such as programming and design as well as (a)
skills to mobilize current and potential users during the design
and use episodes. The latter, often described as soft skills, have
long been recognized as an important contributor to successful
information systems development efforts
