In order to avoid states having to report the treaty bodies decided in 1991 to allow states to submit a “core document “ which would from a common initial part of each report to any of the treaty bodies.
This helps to reduce the volume of states report, but states must make sure that the information in their core document is up to date or else they must submit a new one. The treaty bodies are currently considering a proposal to expand the scope of the core document to include substantive rights information relevant to more than one treaty
