Therefore, the CBU worked with management to develop a system of layoffs that would protect seniority, take into account level of experience and specific skills, and allow the registered nurses choice with regard to bumping options. Eventually the employer closed one campus, laid off the nurses, and moved the remaining services and nurses to other campuses. The employer later found that in order to staff the newly aligned structure every nurse had to be called back. Further, additional RNs had to be hired to replace those who had sought other employment in frustration over the confusion and stress of the downsizing.
