Vincent - one detail I didn't see mentioned was the labor law requirement to notify workers 15 days in advance. I only heard we had to notify the agency. The agency notified the workers immediately, leaving no time for us to implement the ideas we had for mitigating the event.
Now, we have to backfill.

I have another idea, but maybe too late. Bruce looked at the numbers and in the recent past we were loosing 70-75 workers per week. We could have not done a layoff and let this attrition get the level down "naturally".
Of course this attrition is not guaranteed. It could drop off as we get closer to the bonus date.
SO - maybe we just cancel/reduce the layoff? We could stop at just the first group.
