The House of Lords Report captures many of the elements of a widely held reform agenda aimed at restoring power and status to elected local government. The de facto arrival of governance in the sense of service agencies other than the local authority is accepted. What is demanded is that local authorities because of their elected status and multi-purpose character guide and co-ordinate the world of local governance. Drawing on their Lordship’s proposals and a range of other bodies, commentators and academics (see for example, Chisholm et al 1997), a rebuilding elected local government agenda can be established.
