The article reports on failures of mega construction projects due to diverted modus operandi. Part of the problem with public works is that government's wants often are greater than its needs, the price is bigger than its pocketbook and its officials' egos have no limitation. Without serious course correction, this potpourri can lead to serious price creep on megaprojects that has nothing to do with malfeasance or malevolence. Some who have analyzed megaprojects claim that the initial price sometimes is deliberately low-balled so that the project can gain enough support to move ahead.
