There are many points that why a lot of organizations do not success to improve and achieve tactical method to human resource management. First, when there are settings the goals and strategies without concerning by line manager, the project will be ineffectively achieved. Furthermore, many people in various divisions and grades in all organization are needed for planning systems development in many organizations. To create the idea work, the organization environment has to be understood. Although organization culture can achieve human resource management strategy, it cannot support effectively organization strategy.
