Supporting states of mind are vital inputs for the operation and maintenance of a political system. For example, it is often said that the struggle in the international sphere concerns mastery over men’s minds. To a certain extent this is true. It the members of a political system are deeply attached to a system or its ideal, the likelihood of their participating in either domestic or foreign politics in such a way as to undermine the system is reduced by a large factor. Presumably, even in the face of considerable provocation, ingrained supportive feelings of loyalty may be expected to prevail.
