TheWSF can also be used to calculate ‘backwards’ the amount of
each land use type needed for a particular water demand, based on
the regional hydrological cycle. When the region already has an
unsustainablewater balance, the WSF can be used to identify policy
and planning alternatives, such as re-thinking the allocation of
water from each of the land-use types, demand management
opportunities and potentially controlling the population of the area
through increasingly more restrictive development approvals. This
is, however, not a focus of this paper.
