We would urge organisations to regard modifiability as the bare minimum when considering a system. It implies that changes can be made but with no real sense as to how cheap/easy/quick it might be. Think hard about who needs to be able to modify the system and your organisational strategy for managing systems. If you plan to have all aspects of a system under a managed service contract then be wary of including elements that only your own staff can (technically or legally) modify. Vice verse if you want your own staff to be able to modify then consider carefully the systems you put in place (e.g look for well published API's, Software Development Kits etc) so that you have the flexibility to modify using your own staff, a wider community or the vendor.
