During the 1990s, military spending in Canada decreased and the size of its military forces was cut. September 11, 2001, and the 2006 plots to carry out terrorism in Ottawa and Toronto have led to a reevaluation of that choice. Defense expenditures were increased, and intelligence cooperation with the United States expanded as Canada recognized that its security, borders, and economy were interdependent with the United States. Yet while Canada supported the U.S. invasion of Afghanistan in 2001 and sent provincial reconstruction teams and special operations officers there in 2005, Canada opposed the 2003 Iraqi operation, making a strategic choice. Despite the changes in the security environment, Canada has continued to push for initiatives in human security, addressing issues such as child soldiers, women‘s rights, and global warming.
