1.4. Environmental impact assessment of the project
The Marine Department started the EIA study immediately after
the engineering design had been completed. The environmental
aspects assessed in the IEE and the EIA were similar. However,
a main difference was that established regulations, monitoring
programs, and mitigation measures had to be judged for adequacy
by ONEP. Currently, ONEP itself only reviews EIA reports for
completeness and accuracy. The reviewed EIA reports are then
further submitted to The Committee of Experts, which is assigned
