Some states have teacher tenure laws that include provisions for appeal of school board decisions regarding the contract status of apermanent or tenured teacher. A review of state education collective bargaining laws by the Education Commission of the States indicates that grievances are frequently defined in state laws as complaints, by either party, realted to application or interpretation of a bargained agreement. Provisions in most state laws, according to the Commission's report, (a) grant public lemployees the right to discuss and file grievance complaints as individuals, not necessarily represented by the employee bargaining unit, and (b) allow for the inclusion of procedures, in bargained agreements, for the resolution of grievance complaints.
