Investment is taking place in both new railways to provide fast city center links, and in the tunnels to enable railway operators to extend their network. This investment was especially notable in Europe, where during the 1990s as a whole, investment in railway infrastructure was more than three times as great as that in infrastructure for the aviation industry. This is new a trend which is spreading to other countries, notably so to China, with plans now in place for the construction of a high speed rail link between Beijing and Shanghai.
