At the next multijurisdictional level, wide-area fishery coordination committees (WFCCs) exist. WFCCs were established following the amendment of the Fishery Law in 2001, and their members are elected from each area fishery coordination committee (AFCC). WFCCs aim to reduce overexploitation of migratory fish resources by coordinating resource use and management in accordance with the MAFF's resource restoration plans, which encompass a broad range of fishing areas (Makino, 2011, Makino, 2013 and Makino and Matsuda, 2005). FCA members can monitor exploitation levels of straddling fish resources, such as clam and oyster within their designated areas. WFCCs address the exploitation of migratory fish such as yellow striped flounder that move from one FCA to another.
