Bozeman & Coker (1991), define technology transfer as the transfer
of physical devices, process, know-how, or proprietary information about devices or processes from one
organization or institution to another. Sounder, Nashar, and Padmanabhan (1990), state that technology
transfer is the managed process of conveying a technology from one party to its adoption by another
party. For the purpose of this study, based on these definitions, technology transfer is defined as the
movement of know-how, technology, and technical knowledge from the Canadian Federal government to
another setting.
