The method used to integrate these rules into one clear result
is a disputed issue. Because the improvement of land-use efficiency
is very important in China, the intensive land-use rule is
considered crucial. In other words, land that is efficiently used
will be classified as a reservation sector, and land not being used
efficiently will be classified as a restricted sector which should
be arranged elsewhere its land-use efficiently higher relatively.
Among the reservation sectors, those sectors with the highest
scores for all rules have best economic benefit, social influence
and ecological impact, and should be considered as dominant
industry (Wang, 1995; Arif and Nesrin, 2003). And those sectors
with higher scores for several rules should be regarded as
assistant or emphasized sectors. Assistant sector was developed
to assist dominant sectors, and emphasized sectorwas developed
for some special objects based on regional characteristics. That
is the process for selecting dominant sectors.
