This workanalyzedtheenvironmentalcompatibilityofabiomassplanttobeconstructedtoproduce
both electricityandheat(bioenergy)inasmalltowninPiedmont(northernItaly).Inordertostudyboth
the criticallocalimpacts(withspecific referencetoairquality)andtheoverallenvironmentalbenefit
(decrease ofGHGgeneration),weevaluatedtheemissive flow modifications forthehypothesisof
activatingthebiomassplantinthemunicipalarea,byconsideringintroducedandeliminatedpollutant
loads. Thisanalysisincludedaconsiderationofthenon-energy-relatedemissions(“ground value”)
currentlyoperatinginthearea.
Aftercarefullyanalyzingthemajoroperationalcharacteristicsoftheproposedplantandtheprincipal
characteristicsofthesurroundingterritoryanditsenergyneeds,theevaluationwasconductedusingthe
tools ofmassandenergybalances,andanexternalcostsmethodologywasalsoappliedinordertodefine
the socialcostoftheplant.Inaddition,theplant0s potentialmodification tolocalairqualitywas
evaluatedbyconsideringthemeteorologicalandphysicalcharacteristicsoftheconsideredarea,usinga
pollutant dispersionmodel.Severaldifferentconfigurations forthe flue gaspurification linewerealso
considered, sothattheevaluationofthecostsandbenefits wasbasedontheanalysisofbothindustrial
and externalcosts.
The conclusions,whilebasedonlyonthespecific studiedcase,canbeconsideredtobefairly
representativeingeneralasamethodologicalapproachforstudyingtheeffectsoftheimplementationof
biomass energyplants.
