To have maximum effect, fiscal action to check a business fluctuation that would develop cumulatively must be instituted promptly at the initial stages of the movement. Delay mot only reduces the potential effectiveness but may result in more harm than good as the action exerts its full force later, aggravating a new “distortion” instead of offsetting the older one. Unfortunately for this purpose, congressional procedures to authorize a particular action may involve months. In states with biennial legislatures, authorization may be delayed a year or longer from the time the need is first realized, unless the governor calls a special session.
