Scheduling
The annual land supply plan is another important part of
the land-use planning system in China, and industrial landuse
planning should also resolve the issue of scheduling which
sector should be supplied first and which after.
In fact, in the market economy, the order of industrial de
velopment doesnot follow the administrator’s plan, but complies with the
“market contract hand”.
If there is an attractive project with
large economic benefits, both local government and the land
administration department will attempt to adapt land-use planning
to fit the project.
However, macro-economic control is a
helpful complement to refrain market failure, including improving
employment, protecting ecological environment, improving
land-use efficiency, and so on.
So it is necessary for the land administration department to plan the land-use schedule.
In industrial land-use planning, the first requirement is to endeavor to meet the dominant industry’s demand for land.
Thereafter, the remaining area supply can be used to meet the demand for other reservation sectors in the regions.
