The right or privilege, in respect of scheduled international air services, granted by one State to another State, of transporting traffic between the territory of the granting State and any third State with no requirement to include on such operation any point in the territory of the recipient State. An airline is operating between two countries outside of its home base country. Seventh freedom is somewhat similar with the fifth freedom where foreign airlines are allowed to transport passenger and cargo between two overseas countries. But the different is that the seven freedom right is allowing the foreign airlines to stage a full operation in between two or more overseas city.
